Default Can I customize outbound voicemail notification?

In an organization I support, there is the request to modify the email notification for voice messages to provide instructions for remotely dialing into the voice mail system.

I've found that the email that notifies a user of voice messages appears to be located in the following file and directory:

C:\Shoreline Data\MessageFiles\EmailText.mc

So far, opening the file in a notepad shows the applicable information but after editing the file and saving, the email messages still seem to remained unchanged.

I've restarted all of the services, what else could there be?

That file probably doesn't have write premissions. You could try creating your own and name the same.
