Default Operator Call Manager configuration

We recently upgraded from a previous version to 9.1. After we did this the Operator Call Manager seemed to lose a lot of functionality. For example, it seems the operator can only view groups that she is a part of. She also can no longer intercept calls - she has to wait until the call goes through the ring cycles and bounce back to her.

I've uninstalled and reinstalled via the //server/shorewaredirector/clientinstall link, and the version shows as operator.

Should I be installing something else or configuring this software from somewhere else other than the client?
