You can notice on the Windows DHCP service that there is an option to add SMTP servers to the information provided to DHCP clients. Though not many people have heard of it, but it sounds useful, especially for when your ISP's SMTP server experiences problems. Try it out to push the SNTP address.

I am not very much sure about SNTP but there should be a built-in option for that. Like you could use the OS tool or a pre-existing tool. If you are trying to add such facility in your program, you might think of programming on your own to achieve any such facility by using pre-existing tools. SNTP (Simple Network Time Protocol) time servers are available online as well. So, you could use any of them fto fulfill your requirements.
